ORR

The Office of Rail Regulation (ORR) was established on 5 July 2004 by the Railways and Transport Safety Act 2003. It replaced the Office of the Rail Regulator.

There is an important distinction between ORR's statutory duties and its statutory functions.

·         Statutory functions are the means Parliament has given ORR to discharge its statutory duties.

·         Statutory duties are the objectives at which ORR must aim when exercising - or deciding not to exercise - its functions.
